Due to a severe famine, the villagers were unable to sustain their meals. At that time, a wealthy man named Jeon Gi-pil distributed several hundred seoks of his grain as relief food, allowing the people to overcome the famine safely. The royal court bestowed upon him the title of Gaseon Daebu, and in 1840, the villagers erected a stele to commemorate his contributions. Later, in 1942, a pavilion was built by Jeon Seung-han, a descendant of the carpenter. A bulmangbi is a stele erected to record certain facts so that future generations will not forget. Because he bestowed great kindness upon the villagers and saved their lives, the Jeon Gi-pil Bulmangbi was erected as a token of gratitude.
