As a special corporation composed entirely of private individuals, it works to preserve and create local culture and improve the quality of life for district residents. It opens and operates courses to enhance cultural quality of life, with goals such as acquiring perception, skills, and appreciation abilities in culture and arts, fostering sound emotions, physical and mental training, and improving general knowledge. Additionally, it hosts local festivals and various events such as the Yangcheon Literary and Arts Festival and the Daeboreum Folk Festival, and carries out projects to discover and support artists.
