This bridge, designated as Modern Cultural Heritage Registered Cultural Property No. 110 in 2004, is located in Ganseong-myeon, Hwacheon-gun. It was built in 1945 after the completion of Hwacheon Dam. The wooden deck was painted with black tar, giving it the name 'Kkeomeokdari' (Black Bridge). Along with the Hwacheon Hydroelectric Power Plant, it is a facility that offers a glimpse into the industry of the time, and it is highly valued as an important material for the study of modern framed bridge construction, as it preserves the original form from the time of its construction. The bridge, without railings and with some sleepers damaged, was left neglected for decades, but was recently renovated with approval from the Cultural Heritage Administration in 2007 and opened to the public. During the Korean War, it was an important bridge connecting the central-eastern front, and fierce battles took place there. During the Japanese colonial period, supplies were transported between the Soyang River and Hwacheon using a monorail.
