Nogang Seowon was established in 1695 (the 21st year of King Sukjong's reign) in Noryangjin, Seoul, to honor the spirit of Jeongjae Park Tae-bo (1654–1689), who was executed for remonstrating against the unjust deposition of Queen Inhyeon, and to serve as a venue for local education. In 1697 (the 23rd year of King Sukjong's reign), at the earnest request of Jo Yun-byeok and others, King Sukjong bestowed a hanging board inscribed with the name 'Nogang.' It was rebuilt in 1754 (the 30th year of King Yeongjo's reign) and is one of the 47 seowon that survived the Daewongun's abolition of seowon.

Park Tae-bo, the second son of Park Se-dang, placed first in the civil service examination in 1677 (the 3rd year of King Sukjong's reign) and began his official career. However, in 1689 (the 15th year of King Sukjong's reign), he opposed the deposition of Queen Inhyeon of the Min clan and died at the age of 36 in Noryangjin while being exiled to Jindo. In 1694 (the 20th year of King Sukjong's reign), all his charges were pardoned, and his loyalty and scholarship were highly esteemed, leading to the posthumous appointment as Yeonguijeong (Chief State Councilor) and the posthumous title 'Mungyeol' (文烈). This seowon was established in his memory. The Nogang Seowon in Noryangjin was destroyed during the Korean War and was relocated in 1969 to Jangam-dong, Uijeongbu-si, where it was rebuilt on the site of Cheongjeolsa, which had enshrined the portrait of Maewoldang Kim Si-seup.
